提交人大常委会审议的（消费者权益保护法）修正案草案提出，网购消费者应享有七天的“后悔期”，在此期间，消费者有权退货。
Cooling-off period字面意思为“冷静期”，指消费者在购物之后的某个时间段内有权要求退货（return goods for a refund）或者取消交易（canceI a deaI），所以也可称为购物“后悔期”。另外，cooling-off period也可以指离婚前双方的“冷静期”。
该草案还提出，网络经营者在交易结束后不再使用交易平台的，网购消费者（online shoppers）有权向网络交易平台（e-trade platforms）索赔（ask for compensation），网络交易平台提供者赔偿后，有权向销售者或者服务者追偿。
该草案通过后将主要对商家对顾客式网店（business-to-consumer online store， B2C）及天猫等第三方交易平台有约束作用，顾客对顾客式网店（consumer-to-consumer stores， C2C）因不在工商行政部门（business administration authorities）登记备案而无法受到有效约束。
